MNC is seeking full-time Home Detention Case Worker, who will work in collaboration with the San Francisco Juvenile Probation Department to implement a comprehensive Home Detention Program.  The Home Detention Case Worker attends all JPD hearings and initiatives to advocate and discuss alternatives for incarceration.  The Home Detention Program is a community-based alternative program working with the Juvenile Probation Department to supervise and monitor youth awaiting court adjudication. The Home Detention Case Worker is responsible for monitoring up to fifteen delinquent youth until disposition has been made as well as to ensure compliance with court ordered conditions of release, usually within 90 days. These conditions typically include curfew, school attendance, and avoidance of further delinquent behavior and attendance at all future court hearings.

Essential Functions and Responsibilities

Primary Functions

  • Conduct initial client and parent intake and assessment and develop individual youth service plan.
  • Document and report clients’ response to the terms of probation to case carrying Probation Officer, Home Detention Supervisor, Assistant Chief and Community Programs Unit or Liaison.
  • Prepare and submit all weekly required court summary and written reports to Program Coordinator for review.
  • Monitor clients and family with:
    • Weekly home visits
    • DAILY curfew checks by phone (7-Days a week – MANDATORY, including holidays)
    • Face to face contacts
    • Twice weekly school/work visits
    • Site visits to referred client services
  • Maintain accurate program and client records and follow reporting procedures. Compile, analyze, verify and submit data according to funding schedule and guidelines.
  • Maintain complete intake files and complete all required data collection reporting forms (i.e. surveys, master lists, attendance, demographics, outcomes, etc.).
  • Prepare various reports for supervisors and other funding sources.
  • Develop curriculum or workshops for the Home Detention Program in accordance to the Work Plan and Mission/Vision of the agency.
  • Advocate for participant needs, provide the client and parents referral information when appropriate to internal and external services based on individual participant needs.
  • Maintain ongoing contact with the youths’ families, caregivers, and Circle of Care providers.
  • Acts as liaison with schools, community, public agencies, and parents/guardians of participants.
  • Attend regularly scheduled Precita staff and program team meetings, individual supervision meetings, and monthly trainings as required.
  • Understanding of youth survival strategies including; police contact, ongoing issues such as abuse, violence, assault; utilize strategies and programming that is comprehensive, safe, empowering, community and relational focused to address these issues.
  • Support a learner-centered program environment and a sense of physical and emotional safety. Support positive relationships between staff and program participants/families, and their peers.
  • Plan and implement experiential learning field trips and activities as part of our Home Detention Program curriculum, including local college tours and career exposure outings and activities.
  • Provide safe passage to youth and transportation on all outings when necessary.
  • Required participation (pre-planning or day of) in MNC and Precita Center events; all of which may fall on some weekends or evenings.

 Secondary Functions

  • Be knowledgeable about survival strategies used by youth that have had police contact to deal with ongoing issues such as abuse, violence, assault; and utilize strategies and programming that is comprehensive, safe, empowering, community and relational focused to address these issues.
  • Supports a program environment that is learner centered, promotes a sense of physical and emotional safety.
  • Supports positive relationships between staff and program participants/families, and between participants and/or families and their peers.
  • Recruit in kind service providers to implement activities and serve as guest speakers, workshop presenters, and career mentors within the program.
  • Plan and implement experiential learning field trips and activities as part of our Home Detention Program curriculum, including local college tours and career exposure outings and activities.
  • Participate in MNC and Precita Center events including but not limited to: Dia De Los Muertos, Cinco de Mayo, Mothers and Father’s Day events, Winter Celebration, Precita End of the Year and Graduation Ceremonies; all of which may fall on some weekends or evenings and you are required to take part in planning and implementing prior to and the day of the event.
  • Maintain active presence in relevant community initiatives and collaborative efforts, such as JPD commission meetings, etc.
  • Actively participates in the creation and implementation of a personal staff development plan striving for self-improvement.
  • Must wear agency apparel (i.e. t-shirt, polo, jacket, badge, etc.) to be identified as a staff person during work hours-on and offsite.
  • Supporting other Youth Service Programs as needed.

Qualifications

Education:  AS Degree with an emphasis in Social Work, Counseling, Psychology, Criminal Justice or related field; must be enrolled in college education working towards an BA degree in Social Work, Counseling, Psychology, Criminal Justice or related field, with a current official transcript on file plus at least 2 years of Coordinating Experience; or AS in a related field with at least 3 years of Coordinating Experience; or 6 years of Coordinating and Direct Service Experience.

Experience:  Required 2+ years’ experience working in a community based setting with at-risk youth (ages 10-25) who have experienced poverty, crisis, trauma, and other adverse events.

Driver’s Requirement:  Current CA Driver’s License, current auto insurance and a clean driving record.

Language(s):  English, Spanish preferred
